Pre-Budget Report 2008: What it means for you

  • VAT falls to 15 per cent; list prices for new cars drop
  • Fuel duty up by 2p per litre from 1 December
  • Changes to Road Tax set to spark confusion

Alistair Darling announced three main changes in the Pre-Budget Report that affect car owners.

Road Tax

Owners of older cars will avoid punitive increases in road tax next year after the Chancellor of the Exchequer revised vehicle excise duty in his pre-Budget report.

The cost of tax will increase by a maximum of £5, while some owners will see no change at all.

People with cars registered between March 1, 2001 and March 23, 2006 would have been liable for significant increases next year if their vehicles emitted more than 225g/km of carbon dioxide.

The change threatened to make many older family cars worthless as annual road tax rates were to be set at more than £400.

However, Alistair Darling announced a toned down version of the proposed new road tax bands in the pre-Budget report, where owners of high-emission older cars would see a £60 increase in Road Tax staggered over two years.

It means owners of cars with CO2 emissions of 226g/km or higher that paid £210 this year, would see their road tax bill rise to £215 for 2009/10 and then to £245 for 2010/11.

Cars with CO2 emissions of 100g/km or lower will remain Road Tax-free, while those cars between 101g/km and 120g/km will be liable for modest rates of road tax.

Exemption for older cars (those registered between March 1 2001 and March 23 2006) will run until 2011, but there is a question mark over what happens after this date. Some owners (or potential owners) could find themselves in the same position as they are now - having to pay a substantial increase in Road Tax - in 24 months time.

As a result of the new charges, no owners will save money. Previously everyone with a CO2 figure of less than 140 g/km CO2 would have paid less in 2009.

All cars registered between March 2001 and March 2006 that produce more than 225g/km CO2, will temporarily join Band K in 2009 and 2010.

* CO2 Bands in brackets were originally announced in the March 2008 Budget and have now been re-categorised.

Fuel Duty 

Rises by 2p per litre from 1 December to offset lower VAT rates.

Owners of diesel cars may see a slight benefit from this. The rate at which the VAT saving is more than the 2p per litre fuel duty increase is 108.1p per litre. Any forecourt charging more from than this for fuel should be in a position to pass on a slight saving.

List prices of new cars will fall from December 1 as the Government reduces VAT from 17.5% to 15%.

The reduction will be temporary, lasting until the end of 2009, but it means official on-the-road prices should fall across the board.

However, there will be a limited impact on the actual transaction prices for new cars. They will show little change, as significant discounts off list price have been available on many models for several months.

yes i have one of the 4x4 higher bracket cars, but i also have livestock and a caravan so i need this type of vehicle, i dont use it for the school runs like others do so why should i be made to pay for it when i need it?

Bank Manager didn't get thousands in bonuses last year, it is the Senior Managers and Board of Directors just like any other company who cream of millions in the years when banks made huge profits, bank staff & managers did not recieve any bonuses. As for Road Tax why don't we just revolt. A small engined car doing 40k a year will put out more pollution than a 3 litre car doing 2k a year so put the tax on fuel and those who churn up the tarmac this is the ONLY fair way

I just love the way we are all made to feel guilty about the environment, but if you pay money to the government, then they grant us permission to damage it. It is just a way of taxing more people in a way that we feel to guilty to argue about. If the environment really mattered to them, it would simply be illegal to pollute it like this.

Shall I put my family in a polo to be crushed from behind by a 4X4? Risk my family or just use a little more fuel and road tax?

The ONLY fair way to charge road tax is through fuel price. That way a thirstier car will cost more, and a frugle car would cost less.

The current system is UNFAIR, just because a Polo is less polluting its still useing the same tarmac i have to pay for!

...Maybe i should fit large bull-bars!

By paying via fuel Polo-man has contributed to road up-keep as much as Mondeo-man.

Think of this ,,,, if we all stopped driving the big petrol drinking cars , the govermnet would only be getting arong £0 - £35 per car on the road - and there would be less petrol sold !!!
So what would happen ...

MORE TAX ON PETROL to compensate
and
CAR TAX FOR THE CHEAP CARS WOULD GO BACK UP TO THE PRICES WE ARE PAYING NOW

there is no way the government would take these losses!

The Tax issue is just another way for us to give away more of that stuff called money that we do not have !
Remember the people in the government have a 2nd house to save them driving to work - (which we pay for - inc their TVs and sofas etc) with costs like that I can see why the sods want our money .
let the goverment buy me a 2nd house new my work - I am sure i will stop driving Q

this goverment uses the "green" and "enviroment" word to justify every tax hike. god only knows were all this extra revenue goes? why doesnt brown and darling get chauffeured around in 1.2 engined cars!!!

Why should we put up with been told what we can and can't drive? This "Green" bull is really starting to get on my nerves. I have a P reg 2.0 Astra, I can't afford my own house, so therefore I live with my parents at the age of 25! I work 45hrs a week and this is all I can afford. I enjoy my cars and driving, I wanted to upgrade to a 1.8 T Audi A3, but I'm not because I'm not going to pay the £400 a year road tax thats been forcast! I work hard, 2 jobs, small part time business, pay my taxes, NI, dont abuse the system and live my life quietly.
How come I end up paying through the nose for everything in Britain?

Wouldn't it be fairer to all concerned if road tax was abolished altogether and a further duty be added to fuel costs? That way you would directly pay for your road usage. Those that avoid paying insurance and road tax could not avoid paying duty - everyone uses fuel. If you have a gas guzzler and do large annual mileage you pay more than someone who has the same gas guzzler but only does a small annual mileage. This is supposed to be about pollution - isn't it?

What a flaming shambles. Traded in my shogun for a more tax realistic vehicle only to now find that the system has been changed again. People just haven't got a clue what is around the corner so I really can't see this making any difference what so ever. Do they make policy changes with the role of a dice??

It seems this government just seems to be good at the sticking plaster attitude to everything, as usual this time they have cocked it up again. No real help to us ''normal joe soaps'' out there. Maybe if they made a law to tax at 80% any material or money bonuses that anyboby got in eccess of say £500,000 then maybe the money grabbing bosses in this country would not be so quick in awarding them to themselves. Until then here we go back to the 1970's.

It strikes me that we(THE TAX PAYER)have a Chancellor that really appears not to have a clue when it comes to motoring matters.Couple this to the rest of the employees of the TAX PAYING PUBLIC(we now have the age old chestnut,does the workshop need the office or can the office do without the workshop!?).Talk about juggling custard!.The whole issue of VED charges,fuel pricing and most issues that will hit our pockets appear to be trial & error and imposed on an if they don't scream basis.Revolt!.

What happens to the VAT that has been calculated on a car that has been ordered but not yet delivered or paid for. Is there a 2.5% refund from my ordered price. Works out around £250 of a difference on what I negotiated with the dealer. Car has been on order since July and the latest date for delivery is December. And its not an exotic Italian job with a long waiting list. It's a Corsa

It's great to see that the government has pleaded for the cost of fuel to come down to immediately slap the 2p per litre rise on!! As for the VED, the damage to the value of my car has already been done. I doubt very much that it will recover in value now that Darling has seen the error of his way.

Labour up to usual tricks! Too little too late and then store up a future tax deficit. As a low earner what I want to see are lower day-to-day costs. Diesel is some 15p a litre dearer than petrol. This time last year the difference was about 3p. Yes fuel prices are now lower but the gap between these fuels is greater. Reduce diesel price and prices will be reduced in the shops, far better than a stupid 2.5% reduction in VAT. Is Brown so out of touch with grass roots or is he looking to the next

This budget will help people - who and where I ask cos it's done nothing for me except to cost me more. Higher national insurance and higher fuel costs - I certainly won't be spending more despite the cut in VAT - if you haven't got it in the first place how on earth can you spend it?????? Gordon and Darling should wake up and smell the coffee

The Government should have the bottle to increase the tax on the oil companies directly. Oil is at $50 a barrel and the full savings are not being passed on. A government deposit of £1000 should be given to the people who buy a new car and take old polluting cars of the road. That would create sales and drive a stagnant car industry.

Thats absolutely typical of this crap, money grabbing Labour Government, as soon as we get a bit of relief with falling fuel prices, they come along and slap a duty hike on it to start it back on the uphill slope again. What a shower of greedy, money-grabbing, *******s!
Older cars (2001 -2006) will still be penalised so nothing has changed, just delayed. What absolute cobblers!

What the government gives with one hand they take away with another. Yeah 2.5% off vat is nice, but they then add another 2p to the fuel duty, which then increases the fuel price as the VAT is also charged on the duty. :(

Thanks for the quickly reported info.

Under the heading, 'Road Tax' the article states "Exemption for older cars will run until 2011."
What does this mean?
-pre-2001 cars?
-or is it referring to cars from 2001 on?
Please clarify.
