Road Tax change U-Turn expected in Pre-Budget Report

Controversial road tax plans - due to come into force in March 2009 - could be abandoned as part of a tax shake-up next week.

The Government has signalled that changes to the road tax system could be postponed as part of a wide package of tax cuts to be announced in the Chancellor's Pre-Budget Report.

It's expected that the introduction of the new system on cars registered between 2001 and 2006 will be delayed by at least 12 months. It will bring much-needed relief to families recovering from a Summer of escalating costs.

The radical change to the road tax system was announced in this year's Budget . It would have seen, from March 2009, the cost of an annual tax disc for some popular family cars rise by more than £240 per year. Others would have been made worthless. It is thought that the Chancellor will drop the changes that affect owners of cars registered up to 2006, but still levy the new tax rates on cars registered after this date.

Although the proposed change to the road tax system offers an incentive for drivers to down-size to smaller and more efficient cars, it disproportionately penalises owners of larger and older cars - many of whom are on low incomes.

The new road tax system has proved unpopular with users of parkers.co.uk. In a recent Parker's survey eight-out-of-ten car buyers said they were confused about the upcoming changes, while others have likened it to a 'Poll Tax on wheels'.

Despite the Government's previous claims that the new road tax system helps the environment by punishing drivers of cars with high CO2 emissions, the Environmental Transport Association (ETA) disagrees.

It blames the retrospective aspect of the road tax proposals for causing most of the problems. 

"Higher polluting cars should face some form of punitive taxation, but it is vital that green taxes are seen as well thought through and fair," Andrew Davis, ETA Director, said. "It’s questionable whether such a sharply-increased retrospective tax will ever be seen in that way."

The ETA says that a better alternative would be the introduction of national road user charging to cut both congestion and emissions.

The contry is in an economic down turn, peaple are losing thier homes & jobs. All industry is failing. The house market is in freefall. The car industry has collapsed. Not due completly with the above but by Mr greedy, G Brown. He continues to tighten the screw & who is an easy target, the motorist. He forgets that he is a mojor target come the election. Motorist need to form a pressure group to get anywhere or the next goverment will just carry on.

1 how many people will it make unemployed due to cant afford to run the car an cant afford a new one

2 would be better to put it on the fuel
then those doing more mileage or low mpg pay more

3 those of us that have 4x4 often need them specially in country areas where the roads dont get touched for decades
a normal car is scrap after a yr

4 as with all governments an police laws hit the motorist forget about crime an jobs

Its all very well to keep putting up the ROAD VEHICLE TAX but non of this money is used to build or maintain the roads and road system we need and already have unlike other european countries. Also is this TAX a legal imposition????

I have been saying for the last 30 years or more, do away with road tax, and put it on fuel. That way you have a choice. The less MPG vehicles pay more, the more miles you do costs you more. With no fees up front, you could run more than one vehicle. A friendly cheap one for work, and a 'weekend' comfy/sporty one?

Hang on a minute everyone. OK, lets say we're all driving 'green' cars and all only emitting low emissions, paying £35 say... OK, the government need this revenue, so what do you think they will do next ? Come on, you can work it out !! Yep, you got it. We're all going to be paying loads of road tax again. Even driving a Smart Car will be costing you £180, just like it was 2 years ago. What a waste of time. Just stick with what you've got. They'll get you in the end !!!!!!! Gits !!!

Why should we put up with been told what we can and can't drive? This "Green" bull is really starting to get on my nerves. I have a P reg 2.0 Astra, I can't afford my own house, so therefore I live with my parents at the age of 25! I work 45hrs a week and this is all I can afford. I enjoy my cars and driving, I wanted to upgrade to a 1.8 T Audi A3, but I'm not because I'm not going to pay the £400 a year road tax thats been forcast! I will never drive a small euro box, why should I? Green, my ar

I own a 2001 Golf V6, 2.8 ltr. It will fall into the new highest tax band. I drive under 3,000 miles a year. Why should I pay more than four times that of other drivers who may drive more than ten times as many miles. I agree with new cars being taxed differently, but why cripple those who have older cars driving very little miles?

and because I need a decent car to ensure I get to work every day I am penalised by Gordon et al. If I lived in Chelsea or Kensington with my Land Rover I would have no complaint as it really would be a luxury to have a 4wd and completely unnecessary. And before you go on moaning about carbon footprints, my last car, a focus(also a 1.8 petrol engine) was no more economical yet that would not be slammed in the next few years the way my Landie will be.

The tax on my Land Rover will, under the governments current proposals, double in the next couple of years. Does this mean that all the extra road tax I pay will be used to improve the roads I mainly use it on, that is country roads which are neglected and for which you really do need a hefty car to drive on especially in winter. I feel that as a country we get very heavily taxed and most of the tax doesnt come back round to ultimately benefit the everyday payer of tax, instead this is put to use to help the so called less fortunate amongst us. Also are the goverment going to down size there rather large vehicles and opt for more economical cars I think not? Yet again we get stung in the back pocket for driving vehicles that get our children about and around, feel we get the short end of the stick every time

Absolutely the retrospective increase in vehicle licence charges should be dropped. This is a pure stealth tax - nothing else.

The incentive to choose a "green" car applies to new purchases only. Those purchasing second hand cars or keeping their cars longer are helping to reduce the green-house emissions generated when producing a new car. They should not be penalized.

Us car drivers must stand up to this nightmare government. They need to cancel the retrospective element now.

This ill-thought out and draconian "Tax"
by this idiotic government, is reminiscent of Thatcher's Poll Tax Charge in the early ninties.

I would urge all motorists to descend on Parliament in their cars and demonstrate. This unfair and absurd Tax should be consigned to a landfill site for "recycling". Come to think of it New Labour should be consigned to a landfill site as well!

If the tax gos up in 2010 to £455 a year, i need to find £40 a month extra to pay for a year, it will work out at about £500,if you pay every six months.how this lot think people are going to pay this is a joke.if i wanted to sell my car i will get only 2p for it, look how many big cars are sat on dealers forcourts, and i am yet to find a eurobox that can take 3 adults 2 kids and all the cases we have on holidays and still pull a caravan like my disco can. In FRANCE no"10 would be burning!

i think we all pay too much tax in many other ways to the government. at least a third of your income goes to the government in many ways. most people have forgoten that every time you even buy a hot meal, say a take away!there is 17.5%vat on it. as for the so called envioroment, less roadworks and a better management of traffic lights might help. ever sat at a left hand filter lane,and it never comes on? fuel wasted again. jg glasgow

When will it ever stop? putting road tax up as an excuse for drivers to think greener and to buy smaller cars,what's the cost to the enviroment of importing most of these cars into Britain,aswell as everything else we import, but it's the same old story hit the driver can't they just for once do something that might actually make a bit of sense.

Road tax as it stands should be abolished - it isn't used for 'roads' anyway. Tax paid on fuel combined with the vehicle's fuel economy and miles driven would form a pay-per-mile tax in fact... by far the fairest system and people could drive whatever suits their requirements and any environmental concerns would be taken care of by that choice.

It does not really affect me as I drive a 1998 Mondeo 2.5 V6 which is £185 per year to tax, but my plans to get a newer one have been shelved due to the fact that a 2001 Mondeo 2.5 V6 would cost £400 per year to tax. One thing it does do is keep older cars on the road longer, and ecourages re cycling of older car parts to keep them on the road. It penalises owners of large cars 2001 - 2006 by de-valuing their cars, I would not buy one now unless the decision was reversed.

Road tax is already out of control but from what I understand, the new system is not only going to steal further heaps of money out of my pocket but also begin to limit people's ability to get around.

New tax system would limit working class people to very low displacement, low power cars. Anyone who regularly drives on the motorway will see that low power cars like that at high speeds aren't just an irritation, they're down right dangerous to be in around other, more cabable cars.

When are rural car users going to be treated fairly? A car is an absolute necessity as public transport simply does not exist for most of us,therefore we need a substantial & practical car in order to go about our daily lives(Kids, goods & provisions that need collecting) not the ridiculous sized toy cars that attract the best tax savings! & there are hundreds of people in the same position locally.
We shouldn't be penalised for where we live in fact car tax should be exempt for essential users

The retrospective aspect of the planned tax is highly unfair. People such as myself who bought a 01-06 registered car that currently costs £210 a year will go up to £430 in 2010. If they must implement this tax, make the eligibility for new cars only as people have a choice what they buy, whereas existing owners, do not, other than sell our cars - which will be worth less if they are in the new 'high bands' in order to buy smaller cheaper ones... It's another case of Mad Government Disease!

The combined effect of massive fuel taxes,the ill conceived multiple VED rates
are at present contributing to a massive downturn in both the Car Industry(new & used)and also into the Caravan & Motorhome Industries.The ill conceived,blatant,barefaced and backhanded stealth tax cloaked as Multiple VED Charges can, and already is having a slaughtering effect on every avenue that is dependant upon the motorcar and its' derivatives.Increasing demands on our budgets could result in a 21st Revolution.

Just who works out these new tax levels ??
Why should a car that shares the same engine with another model in the manufacturers range be taxed £245 more (180 up to 425!!!! ) by the new tax levels of 2010 ???????????
How can that be seen as fair ,the engine can't surely produce 'that' much more in co2 just because its in a slightly larger body,......can it ?

This is yet another tax raise by the govenment on the working family, we are looking for a newer people carrier but are going to be forced to get a pre 2001 model because the road tax is double on a newer one with exactly the same engine!. familys with Three or Four children need a large car so what option do they have?. The govenment should be making car manufacturers reserch alternative fuels but they won't because they make too much money on the tax on the fuel!!

The proposed road tax legislation will be just disasterous in this present climate,it will completely finish off the motor industry and present a huge financial burden on the vast majority of
motorists,who will be penalised by these proposed changes.
Living in the highlands,it is a lifeline having a car,not a luxury,yet we are being penalised as if it were!!
It is political suicide,there has got to be a u-turn in the next budget!!

Hi ive got a 2005 grand jeep cherokie
it has a 2700cc disel engine.
i was paid off due to the economic downturn .so i have no money coming in and am liveing on saveings ,
so when the tax increase was anounced,not only was my tax going to increace, but my car has become worthless overnight (iwas oferd 5100 from a dealer last week!)

If the government really wants to help the environment, just force manufacturers to stop producing polluting cars altogether and get them to come up with a proper solution. Taxing people that have already made purchases will not help the environment. As people buy new more economical cars, the non-economical cars they had before are still driving around. Crazy - everyone knows this is just another ploy by the government to get more money out of us to pay for all those 'people' not working.

Basically if the tax wasnt a blatant try to rip off people to fill a whole in the governments budget (to pay for things like the mps who steal tax payers money for so called expenses, and paying bank managers huge bonuses, even though in any other job people who caused a thing like that, would be fired) then for a start the tax would be based on cars that are about to be designed, and not on cars that are already in production/already been brought.

Surely it would be fairer, easier and more economical if road tax was scrapped in favor of additional tax on fuel. The tax we pay would be commensurate with the mileage driven and the vehicle's fuel economy. People could own more than one car without being penalized and would be able to drive the vehicle that best suited their needs, pocket and environmental concerns.

The unfair rise in car tax means if you live in a rural area and have to own a 4x4 then you are penalised. The tracks people live down in West Wales plus the poor condition of the rural roads mean a supermini would not last six months. Plus people who need to move animals need a car with a towing ability of at least 2500kg and there is not a car available which falls into the lower tax bracket.

The issue of penalising thirsty cars is beurocratic nonsense. If the issue is really CO2 emmisions, then tax fuel. Eg I need a 4WD, off road capable vehicle, as a smallholder, and have an old L/Rover which returns c. 20 mpg but I do only 3500 miles per annum. Thus I emit less CO2 than a car doing an average milage(12000) and returning 60mpg.

I currently own a Mazda RX-8 and the road tax due in November '09 will be £400+. If I sell the car I will lose too much money due to the credit crunch affected price decrease; yet I can't afford £400+ a year tax!

How are the Government's new proposed road tax rates supposed to help their voters in these financially hard times??

These changes should definately be abandoned.The government are very small minded.they don't realise that 4wheel drives are not just chelsea tractors,they more often that not work horses.People living and working in rural areas need a 4 wheel drive, peoples leisure time use 4 wheel drives, eg for horse boxes, caravans and off roading.They are ruining one of the uk's best car manufacturers, land rover are having shut downs and 4 day weeks. This is the first time in decades,
